The master of a towing vessel must ensure that each crewmember participates in fire fighting drills and receives instruction at least once each month. Marine inspector found drill sheets marked "Not in Service" for multiple months. Vessel rep. said that rarely the vessel is available to be manned for drills when not actively working. Discussed options with vessel rep and agreed that vessel will create a checklist for "Prior to Getting Underway". This list will include refamiliarizing the crew with drills and emergency procedures so that in the event of the boat not moving for an extended period of time, all crewmembers are prepared.

Resolution: Received a sat. checklist that vessel will use if there has not been movement in an extended time amount. This checklist will ensure all meembers are proficient at drills and safety checks.

Each exhaust pipe from an internal combustion engine which is within reach of personnel must be insulated or otherwise guarded to prevent burns. Vessel does not have adequate protection around external exhaust piping. Install protection around piping. 46 CFR 144.830

Observed small exhaust leak from beneath lagging on the port main engine. Find and correct leak on the exhaust piping. 46 CFR 143.205(a)
