Vessel was observed operating as a self propelled vessel in the port of Nome, AK using its four positioning thrusters as propulsion. Vessel is required to comply with all applicable solas requirements for self propelled vessels or submit a written plan detailing ops as a non self propelled vessel under tow. Code 17c
