The master of any vessel equipped with ballast water tanks that operates in waters of the United States must rinse anchors and anchor chains when the anchor is retrieved to remove organisms and sediments at their places of origins. Vessel does not have anchor wash system and anchor was not cleaned of sediment from anchorage.
