Each ship transporting more than six passengers for hire equipped with a radiotelephone station in accordance with Part III of Title III of the Communications Act must carry a radio operator who meets the following requirements: (1) Where the station power does not exceed 250 watts carrier power or 1500 watts peak envelope power, the radio operator must hold a marine radio operator permit or higher class license. (2) Where the station power exceeds 250 watts carrier power or 1500 watts peak envelope power, the radio operator must hold a general radiotelephone operator license or higher class license. MI observed master of vessel does not have marine radio / general radiotelephone operator permit. Vessel restricted to 1,000 FT from shore. 47 CFR 80.159 (e) (1) & (2)

The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel. Marine Inspector observed all testing devices expired. 46 CFR 4.06-15, 701c

Stability letter must be posted under glass or other suitable transparent material, such that all pages are visible, at the operating station of the vessel. Marine Inspector observed stability letter not on vessel. 46 CFR 176.306, 701c CLEARED

Each disposable hydrostatic release unit must be marked with an expiration date of two years after the date on which the unit is installed. Marine Inspector observed no expiration date. 46 CFR 185.740 (b), 701c

The lights prescribed by these Rules shall be exhibited from sunrise to sunset in restricted visibility and may be exhibited in all other circumstances when it is deemed necessary. Marine Inspector observed port and starboard side light not operational. 705c: Restricted to day time operations. 33 CFR 83.20 (c), 705c

The employer shall provide an Employee Assistance Program (EAP) for all crew members. Marine Inspector observed crew had no awareness of program and EAP placard missing on vessel. 705c: Rectify within 7 days. 46 CFR 16.401, 705c

A ship, except a ship of less than 26 feet in length, must have a placard of at least 5 by 8 inches, made of durable material fixed in a conspicuous place in each machinery space, or at the bilge and ballast pump control station. 705c: Rectify within 7 days. 33 CFR 155.450(a), 705c

The EPIRB test required by paragraph (a) shall be logged. Marine Inspector observed log entries not recored monthly. 46 CFR 185.728(c), 10c

Inspection reveals deficiencies in your vessel's maintenance, you must make any or all repairs or improvements within the time period specified. Marine Inspector observed bilge automatic pump not operational. 46 CFR 176.500(b)(1)(iii), 16c

Each ring life buoy must be marked with Type II retro-reflective material approved in accordance with 46 CFR 164.018. 705c: Rectify within 7 days. 46 CFR 185.604(i), 705c

The person in command of a documented vessel must have on board that vessel the original Certificate of Documentation (COD) currently in effect for that vessel. Marine Inspector observed COD expired. 705c: Rectify within 7 days. 46 CFR 67.313(a), 705c

A vessel to which this subchapter applies may not be operated without having on board a valid U.S. Coast Guard Certificate of Inspection. Vessel was due for COI inspection on 24AUG23 and has yet to receive a COI inspection. Vessel shall not operate with passengers until new COI has been issued. 46 CFR 176.100

1 life jacket was completey torn open and un usable. Must replace with new life jacket and label with vessels name.

Vessel failed to have annual inspection done within the 6 month period allowed. Vessel must conduct a COI inspection prior to carrying passengers.

Captain did not have a FCC operators permit as required when operating a vessel with more than 6 passengers. Captain must take the course and pass the test to receive his FCC permit in order to operate vessel. 47 CFR 80.159(e)

Center compartment bilge high level alarm visual is extinguished. Renew.

VHF must have GPS input.

All PFD’s need new retro tape.

Starboard hand rail base is loose. Repair.

Fire boy head unit does not allow an over ride, and restart. Repair and prove proper operation.

Midship compartment high level alarm head unit audible alarm is inoperable. Repair, and prove proper operation.

VHF must have GPS input.

Vessel is missing 02 flares. Provide new flares.

Bilge high level visual alarm is extingusihed. repair/renew

Bilge automatic pump indicator light is extinguished. repair/renew

Life ring bouy grablines are wasted. renew.

Port Nav light is extingusihed. repair/renew

First id kit is missing contents. replace/renew.

Fire boy visual alarm is extinguished. repair/renew

Life ring does not have the required retro tape installed.

Float light does not operate. Repair or replace.

Flares were not in a container.

Owner/operator of vessel must conduct a new to zone inspection prior to carrying passengers.

Owner/operator of vessel must complete work-list prior to carrying passengers.

Owner/operator of vessel must obtain a stability letter prior to carrying passengers.
