Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at a constant marine load. Vessel reported a lost port engine. In order to clear this deficiency; 1. Provide a causal analysis report on the loss of propulsion and provide repair proposal. 2. Following USCG approval of repair proposal, provide post-repair tech report delineating all repairs and pier side propulsion test satisfactory. 3. Vessel must undergo an underway sea trial to the satisfaction of Marine Inspector (MI), prior to carrying passengers.

Vessel reported loss of starboard engine propulsion while en route to Rockaway landing. Vessel offloaded all passengers safely, and then proceeded to Brooklyn Navy Shipyard to be taken out of service. Vessel needs to submit a casual analysis report, followed up by a repair proposal prior to carrying passengers and returning back into service again.

A vessel's hull must not carry as a conductor. During time of the inspection a half amp ground was detected.

Electrical equipment and installations must be suitable for the roll, pitch and vibration of the vessel under way. IT racks on bridge are not secured.

Each ring life buot with a floating waterlight must have a lanyard. The lanyard on the life ring buoy located starboard side of bridge is deterorating and needs to be replaced.

Identify engine failure and provide report to Marine Inspector.

Conduct sea trials to attending Marine Inspector satisfaction.

Vessel experienced a loss of throttle/gearbox control on the starboard engine, believed to be electronic in nature. Conduct causal analysis, submit tech report, and have attending Marine Inspector witness satisfactory test of throttle control prior to carrying passengers.

Vessel must replace or recharge FM200 bottle and provide servicing certificate.

Satisfactorily address all comments listed in MSC’s memorandum to Sector Mobile, dated March 27, 2017, Serial E2-1700949.

Conduct new to zone inspection prior to operating to determine zone specific operational constraints and route limitations.

Provide documentation that the installed davit's structure and ancillary equipment are approved for their intended use by USCG MSC.

Properly mark each life jacket in clearly legible block capital letters with the vessel's name.

Prove proper operation of the installed Magna Lock system to include when power failure occurs, the system is de-energized, allowing all doors to open.

Provide fire pump motor that is rated for 50 degrees Celsius or de-rate motor to 80%.
