46 CFR 181.310(A) 701C A VESSEL THAT HAS A POWER DRIVEN FIRE PUMP MUST HAVE A SUFFICIENT NUMBER OF FIRE HYDRANTS. PORT AFT FIRE HYDRANT FOUND TO BE INOPERABLE WITH OBSERVED 1/4" HOLE IN PIPE. REPAIR PIP TO SATISFACTION OF ATTENDING MARINE INSPECTOR.

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at a constant marine load. Vessel report a loss of propulsion due to high temperature cooling shutdown rendering the starboard engine inoperable causing an undue risk to the port of New York. In order to clear this deficiency the following actions must be carried out: 1. Provide a causal analysis report on the loss of propulsion and provide a repair proposal. 2. Post-approval of repair proposal and upon completion of repairs, provide USCG a tech report delineating all repairs and pier side propulsion test satisfactory. 4. Vessel must undergo an underway sea trial to the satisfaction of an attending marine inspector prior to carrying passengers.

Complete all work identified during the April 2019 dry dock inspection. Port Outboard FR 5-6, Damage to plate from frequent collision with pier/fenders ? Starboard Outboard FR 15, vertical crack in weld located behind the frame on the outboard side ? Starboard Bow Quarter FR 19.75, inside the starboard forepeak void it was found that the front plate located behind the bow guard was dented due to collision, cracking the welds on the bottom of the plate ? Port forepeak void cracked weld was found on stiffener ? Corrosion on ½” plate bottom hulls both port and starboard ? Starboard Generator Keel Cooler Pocket, found significant corrosion and coating failure due to continuity between the keel cooler and the hull

Each watertight bulkhead must be of sufficient strength to be capable of remaining watertight with a head of water to the top of the bulkhead. The starboard watertight bulkhead between the engine room and the lazarette has a small hole where the inner fire suppression bracket is welded.

Determine source of ground to minimize electrical hazard to crew and passengers. Once ground is discovered, notify the USCG before repairs are conducted.

Remove oily water from engine room bilge.

Conduct new to zone inspection prior to operating to determine zone specific operational constraints and route limitations.

Prove proper operation of the installed Magna Lock system to include when power failure occurs, the system is de-energized, allowing all doors to open.
