Condition of the ship and all equipment shall be maintained to ensure that the vessel in all respects will remain fit to proceed to sea without danger to the ship or person on board. PSCO observed a cement patch on the discharge side of raw water system. IAW to Chief Engineer the valves must stay open for all the engines in the engine room to operate.
