Every vessel must be fitted with a suitable magnetic compass designed for marine use to be mounted at the primary operating station. Vessel's magnetic compass was found inoperable. 46 CFR 184.402(a)

A vessel to which this subchapter applies may not be operated without having on board a valid U.S. Coast Guard Certificate of Inspection. Vessel was due for COI inspection on 17NOV2022 and has yet to receive a COI inspection. Vessel shall not operate with passengers until new COI has been issued. 46 CFR 176.107(b)

The preventative maintenance plan (PMP) should address the following at a minimum: the maintenance schedule of the rigging and associated equipment to include detailed protocol for examinations and inventory of rigging components including age of component as well as size and replacement schedule. The vessel's PMP is missing detailed protocol for examinations and inventory of rigging components including age of component as well as size and replacement schedule. Provide an updated PMP for the vessel. The updated PMP shall include at a minimum: the maintenance schedule of the rigging and associated equipment to include detailed protocol for examinations and inventory of rigging components including age of component as well as size and replacement schedule (life cycle). 46 CFR 176.840

The marine inspector identified the following during a visual inspection of the deck level standing rigging: mizzen port aft shroud toggle fork found fractured, main mast back stay toggle fork found fractured on the port side, mizzen stbd aft shroud toggle fork found fractured, one of four securing bolts used for securing the keel stepped main mast step located forward stbd side found stripped and was able to be backed out by hand, main mast found with light pitting corrosion beneath the main deck collar, main mast gooseneck cotter pin used to retain the gooseneck bolt was found corroded and broke when handled, and port/stbd shroud chain plate fasteners/nuts found heavily corroded inside of the main cabin. The operator shall contract a third party surveyor to complete a rigging inspection to include a rigging inspection aloft. The rigging inspection shall establish a baseline to update the vessel's PMP. The updated PMP shall include at a minimum: the maintenance schedule of the rigging and associated equipment to include detailed protocol for examinations and inventory of rigging components including age of component as well as size and replacement schedule (life cycle). A third party rigging survey does not substitute for the vessel owner/operator from implementing a PMP or conducting/documenting preventative maintenance. The operator must replace all standing rigging components found in a damaged condition and back out the corroded chain plate fasteners for visual inspection by a USCG marine inspector. Contact the USCG marine inspector to be present for the third party surveyor's inspection aloft. Visually monitor the corrosion on main mast and replace mast step bolt found stripped. 46 CFR 176.840

A life jacket shall be on board for each person to include passengers and crew. 01 life jacket was found with damaged retro reflective material. Renew retro reflective material and place life jacket back into service. 01 life jacket was found with a damaged retaining strap clip. Replace life jacket in kind. 46 CFR 180.71(a)

Shutoff valves, installed so as to close against the fuel flow, shall be fitted in the fuel supply lines. The operator tested the fuel shutoff valve and it would not close. Provide maintenance and prove operation of the fuel shutoff valve or replace the valve in kind. 46 CFR 182.455(b)(4)
