The condition of the ship and its equipment shall be maintained to conform with the provision of the present regulation to ensure the ship in all respects will remain fit to proceed to sea without danger to the ship of person on board. The vessel reported a loss of propulsion while mooring to port terminal.

After any survey of the ship under regulations 7, 8, 9, and 10 has been comleted no change shall be made in the structural arrangements, machinery, equipment and other items covered by the survey, eithout the sanctin of the Administration. A cooling fan in the engine room is powered by an extension cord conected to a light fixture. The SCBA compressor was wired to an extension cord connecting to a spare breaker on the emergency generator switchboard.
