The means for securing and maintaining weathertightness shall be to the satisfaction of the Administration. The arrangements shall ensure that the tightness can be maintained in any sea conditions, and for this purpose tests for tightness shall be required at the initial survey, and may be required at periodical surveys and at annual inspections or at more frequest intervals.
USCG Sector CHarleston received report from company rep. stating that ship's cargo hatch cover for Bay #42 suffered damage. Cargo hatch cover has a crack in one of its corners measuring 50cm in Length and 2cm in width. This renders it not weathertight.

Each transfer pipe system must not leak under static liquid pressure at least 1.5 times the maximum allowable working pressure. The test must be conducted annually. The vessels fuel and lube oil transfer piep system has not been tested in accordance with 33CFR156.170 in the last year. Comdplete test prior to bunkering in the United States.
