Except as allowed in 33CFR153.33(a), no ship may carry a cargo of bulk liquid hazardous material or an NLS residue if the bulk liquid hazardous material or NLS is listed in Table 1, or carried under written permission under paragraph (d) of this section unless the ship meets the following: If a foreign ship, the ship must have a Certificate of Compliance that is endorsed to allow the cargo tank to carry the cargo. On 06JUL25, the STENA IMAGINATION commenced cargo operations without a valid Certificate of Compliance. The cargo being loaded was Caustic Soda.
Condition: Invalid
Action required: 10 - Deficiency Rectified
Resolved 6 July 2025
Resolution: Cargo operations were halted by order of the PSCO. Vessel completed satisfactory COC-Chem-TVE Renewal exam to receive valid Certificate of Compliance.
