Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. While operating near Algiers Locks, vessel loss port side z drive propulsion. Vessel is required to not move until it is cleared by the CG. Vessel is required to submit a tech report and a TPO report stating the cause of the propulsion loss, the repairs that was needed to fix the z drive and, completion of a satisfactory test of the equipment. 46CFR143.204(a) 60C
