Main and auxiliary machinery essential for the propulsion and safety of the ship shall be provided with effective means for its operational and control. It was reported to the cognizant COTP that the M/V EFE BOSPHORUS was unable to make effective speed while transiting in the Calcasieu Ship Channel. It was also noted that the main propulsion engine is not providing the RPMs needed for the consistent navigational speeds.
