Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. Raw water air conditioner pump PEX fitting failed on discharge side of pump in starboard engine room creating a flooding situation. Fitting had slow drip leak as it was below the water line. Generator was started and AC was turned on exasperating the flooding of the starboard side engine room. Starboard engine room electrical submersible bilge pump was not operational and due to be replaced, and starboard engine room high level bilge alarm circuit breaker was switched into the off position preventing the alarm from sounding. Engine room was flooded with salt water above the engine block but below the top of the fuel tank top. Provide new engine, new electrical wiring, operational bilge pump, operational bilge high level alarm, and conduct sea trails with CG prior to departure.

The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located. The vessel's stbd fuel shutoff valve was not operable due to the way the pull cable is in line with the valve. Valve not fully closed so pull handle can operate. Provide operable pull handle shutdown.
