On a lakes, bays and sounds or rivers route a vessel must carry 3 red hand held red flare distress signals and 3 orange smoke or 6 rocket parachute flares may be substituted for the red and orange. Vessel had 4 expired and 4 that were going to expire in 2 days.

Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10 (annual servicing by a state or local jurisdiction certificated or licensed fire servicing agency) 40B:C was showing as requiring a recharge and both 40B:C and 10B:C servicing was last completed 23 months ago.

Monthly portable fire extinguisher inspections required by NFPA 10 may be conducted by the owner, operator, person in charge or a designated member of the crew. 1 40B:C indicator showed out of charge and both the 40B:C and 10B:C had not been serviced by an authorized agency in approx 23 months as indicated on the inspection stickers on the bottles. Additionally no record of monthly inspections could be produced.

A vessel must carry either a 1str aid kit approved under series 160.041 or a kit with equivalent contents. Some required contents have expired. Provide neccessary items prior to carrying more than 6 passengers.

For fixed-gas firefighting systems, the owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. Last evidence of servicing was January 2021. A qualified servicing facility must perform the required inspections, maintenance procedures and hyrdo pressure tests if required. Fix prior to more than 6 pax for hire

A vessel of more than 7.9 meters (26 feet) in length, but not more than 19.8 meters (65 feet), must carry a minimum of one life buoy of not less than 610 millimeters (24 inches) in diameter. The lifebuoy was found deteriorated and unusable.

Portable watertight containers for distress flares and smoke signals shall be of a bright color, and containers shall be clearly marked in legible contrasting letters at least 12.7 millimeters (0.5 inches) high: “DISTRESS SIGNALS”. The container was not marked for distress signals.

(a) The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. (b) Except when in the judgment of the cognizant OCMI the operation of a vessel does not present one of the hazards listed, the emergency instruction placard should contain at least the applicable portions of the “Emergency Instructions” listed in §185.512. The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. (c) If the cognizant OCMI determines that there is no suitable mounting surface aboard the vessel, the emergency instructions need not be posted but must be carried aboard the vessel and be available to the crew for familiarization. The emergency instructions were not on board the vessel.

(a) The owner, charterer, master or managing operator shall instruct each crew member, upon first being employed and prior to getting underway for the first time on a particular vessel and at least once every three months, as to the duties that the crew member is expected to perform in an emergency including, but not limited to, the emergency instructions listed on the emergency instruction placard required by §185.510 of this part (c) Crew training shall be logged or otherwise documented for review by the Coast Guard upon request. The training entry shall include the following information. (1) Date of the training; and (2) General description of the training topics. No training logs were on board the vessel.
