Vessel had reported that the shift cable on the stbd main engine had broken causing the engine to be engaged in the reverse position. Vessel is restricted from carrying passengers until repairs are completed as original and operation is tested to satisfaction of the attending marine inspector.

Each watertight bulkhead must be of sufficient strength to be capable of remaining watertight with a head of water to the top of the bulkhead.
Deficiency: The watertight bulkheads located at (1) the gangway and (2) between fuel tank and engine space did not have any welds.
Provide repair proposal to correct deficiency within 30 days.
Action required: 50 - Rectify deficiencies w/in 30 days

Excessive arcing and sparking were witness coming from the vessel's bow thruster. This incident occurred during the OP test of the bow thruster. Provide this office with a technician’s report for bow thruster. Report should include cause of electrical spark and repairs made.

Resolution: Vessel Owner provided this office with a copy of the Service Tech Report attesting to the repairs and proper operation of the vessel's bow thruster. Causative factor was determined to be due to build up to excessive humidity/moisture in the compartment.
