The life ring is discolored and the grab line worn and broken. A new life ring was purchased and on board prior to MIs departing. 46 CFR 180.70

Vessel only had 51 of the required 52 required life jackets. Persons in addition to crew is reduced to 1 until the additional life jacket is onboard. 46 CFR 180.71

The fuel shut off markings were missing/faded. Label the port emergency fuel shut off and replace the faded starboard fuel shut off sign. 46 CFR 180.70

Monthly EPIRB and fire extinguishers checks were not being logged. These monthly items must be logged along with the required quarterly drills. 46 CFR 185.728

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. Repairs or alterations that affect the safety of the vessel include but not limited to: replacement, repair, or refastening of deck or hull planking, plating and structural members; repair of plate or frame cracks; damage repair or replacement, other than replacement in kind, of electrical wiring, fuel lines, tanks, boilers and other pressure vessels, and steering, propulsion and power supply system; alterations affecting stability; and repair or alteration of lifesaving, fire detecting, or fire extinguishing equipment. Vessel has installed new Mercury Verrado 350 outboard engines. Vessel representative provided particular info for newly installed engines. Compared weights with previous engines and there is a total weight difference to the positive of 78 lbs. Vessel representative to provide previous and current outboard engine particulars to the Marine Safety Center for Stability and Lightship Characteristic calculations of the vessel with the increased weights. 46 CFR 176.700(a)

Each disposable hydrostatic release unit must be marked with an expiration date of two years after the date on which the unit is installed. EPIRB's hydrostatic release unit was expired. 46 CFR 185.740(e)

Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. The FCC-licensed technician must use the latest FCC Information Bulletin, How to Conduct an Inspection of a Small Passenger Vessel. If the ship passes the inspection, the technician will issue a Communications Act Safety Radiotelephony Certificate. Vessel's radiotelephony certificate had expired. 47 CFR 80.903

(a)Each EPIRB, other than an EPIRB in an inflatable liferaft, must be tested monthly, using the integrated test circuit and output indicator, to determine that it is operative. (c)The EPIRB test required by paragraph (a) shall be logged or otherwise documented, as applicable. A current log was not being kept logging monthly tests of EPIRB. A test was conducted and the Captain started log for monthly tests of the EPIRB 13 April 2022. 46 CFR 185.728(a)(c)

46 CFR 183.420 All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Marine Inspector observed port side-light inoperable. Vessel is restricted to daylight operations until light is operable.

Each vessel certificated to operate on a Limited Coastwise route within three miles of land in warm water must have on board a FCC Type accepted Category 1 406 MHz EPIRB, installed to automatically float free and activate. Current EPIRB is malfunctioning. EPIRB will not turn off after test and is missing parts. Replace with operable EPIRB prior to operating on Limited Coastwise route. Vessel is limited to Lakes, Bays, and Sounds route, within 3 nautical miles until operable EPIRB is registered with NOAA and placed on board to the satisfaction of the Marine Inspector. 46 CFR 180.205(e)(3)

Each EPIRB shall be tested monthly and logged or otherwise documented, as applicable. No EPIRB testing log on vessel. Start and maintain EPIRB test log on board vessel. 46 CFR 185.728

A vessel must have one or more ring life buoys with line attached that is buoyant,sixty feet in length, non-kinking, be of dark color if synthetic, or type certified to be resistant to deterioration from ultraviolet light. Incorrect line attached to ring life buoy. Replace line with approved type line for ring life buoy to the satisfaction of the Marine Inspector. 46 CFR 180.70

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. First-aid kit on board missing ammonia inhalants, instructions, and eye wash was expired. Provide ammonia inhalants, eye wash, and instructions in first-aid kit on board. 46 CFR 184.710

Each vessel must be equipped with at least two operable portable battery lights. No portable battery lights on board. Provide two operable portable battery lights on board. 46 CFR 183.430

Portable fire extinguishers must be located so that they are clearly visible and readily accessible from the space being protected. The installation and location must be to the satisfaction of the Officer in Charge, Marine Inspections. Portable fire extinguisher at operating station not mounted. Mount portable fire extinguisher to satisfaction of Marine Inspector. 46 CFR 181.520

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull for which it is installed. Repair replace stbd outboard engine. 46CFR182.200(a) 60C

Propulsion machinery must be suitable in type and design for propulsion requirements and capable of operating at constant marine load. Make repairs to the starboard outboard lower unit as required and prove proper operation to the satisfaction of attending Marine Inspector. 46 CFR 182.200
