PSCO observed a 55 gallon plastic drum cut open and laid on it's side containing approx 25 gal of an unidentified black oil beneath the connection point of propellar shaft to main engine. Chief Engineer could not identify source of il, did not report to captain class or company. Barrel was placed under leak approx 10 days prior to PSCO obseration. 17ac

Resolution: Received, reviewed and accepted class report / proper documentation from ABS stating the deficiency was rectified. AIS Transponder replaced and tech verified working condition.
