9900-Other-Vsls equipped with ballast tanks that operate in US waters must employ one of the BWM methods listed in 33 CFR 151.2025. Vessel has an approved AMS described in 33 CFR 151.2025(a)(3),but failed to use AMS while conducting BW exchange prior to entry to US waters. Vsl is prohibited from discharging ballast water until one of the management requirements in 33CFR 151.2025(a) is met.
