Resolution: THE EMERGENCY GENERATOR WAS STARTED USING THE HYDRAULIC START AFTER AN HOUR OF ATTEMPTS. THE CHIEF ENGINEER STATED THAT THE OIL HEATER WAS NOT USED THE NIGH BEFORE AND IT WAS TOO COLD FOR THE EMERGENCY GENERATOR TO START USING THE HYDRAULIC START.
