No openings to cargo tank shall be permitted other than stuffing boxes through which valve control rods or permanently installed gage tapes extend and openings for use of tank cleaning machines. Openings for tank cleaning machines, when not in use, shall be kept closed by means of gastight bolted plates and when in use shall be made essentially gas and watertight by covers through which hose or pipe to the tank cleaning machines extend. Barge suffered damage to #1 Port Cargo tank top 6'X12' dent with a 12"x16" hole above the water line. Also a dent in the #6 STBD Void approximately 8'x6' 4" deep. Make permanent repairs to the satisfaction of attending Coast Guard Marine Inspector prior to loading cargo.

Vessel is authorized to offload present load of cargo locally & authorized movement, transit, fleeting as needed to facilitate the above requirements.
