Oil filtering equipment referred to in paragraph 2 of this regulation shall comply with paragraph 6 of this regulation. Paragraph 6 states that the oil filtering equipment shall be of a design approved by the Administration and shall be such as will ensure that any oily mixture discharged into the sea after passing through the system has an oil content not exceeding 15ppm. The design shall have regard to the specifications of MEPC.107(49) [MARPOL I/14.7]. Any failure of the oil filtering equipment shall be recorded in the ORB Part I [MARPOL I/17.5]. The IOPP Form A [Record # 9745536/03] indicates that the maximum throughput of the OWS is 5.0 m3/hr. The ship's Oil Record Book Part I indicated that they operated the equipment on 20SEP2018 from 1009 hrs L.T. to 1333 hrs L.T. and transferred 12.3 m3. This exceeds the throughput limit by 0.3 m3. No entries were made in the Oil Record Book Part I to indicate that the equipment had a failure. MARPOL I/14.7 and 17.5 50ac

Resolution: Company provided report of findings of internal investigation which showed improper soundings of tank were cause. The OWS was inspected day before CG exam and found properly functioning. Company trained crew on response and provided guidance to fleet.
