The condition of the ship and it's equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fir to proceed to sea without danger to the ship or persons on board. Vessel has a breach in the stbd hull IWO FR 17 in void space located approx. 10 ft above the water line. Breached area is a vertical crack extending approx 8 inches just FWD of the frame. Vessel also has an inset of approx. 3 inches across located approx. 5 ft aft but inset is not cracked. All associated frames are intact. 74 SOLAS(20) 1/11.

PSCO observed the crew testing the onboard flame detection system with a lighter. Crew was unable to provide testing procedures that identified this as an approved fire detection method. Resolution: Received, reviewed and accepted class report from NKK stating the deficiency was rectified. New test lamp for flame detectors have been delivered, checked, and found satisfactory.
