Parties responsible for fire-extinguishing shall have the capability to complete their duties at all times while the ship is in service. Crew members shall be trained to be familiar with the operation of any fire-fighting systems and appliances that they may be called upon to use. During a fire drill conducted on the starboard manifold, the ship’s Master was told to simulate an oil fire. The crew responded to the fire using a fire hose connected to the fire line, not a portable foam applicator connected to the foam line. Water is not an effective fire fighting medium for a class B oil fire. 74SOLAS(14) II-2/15.2
