Marpol ANNEX VI REG 16. Except as provided in paragraph 4 of Regulation 16, shipboard incineration shall be allowed only in a shipboard incinerator. PSCO noticed the ship reported that the incinerator was inoperable due to flue gas fan was malfunction.

1420 - Cleanliness of engine room - The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For this purpose, the following functional requirements shall be met: means shall be provided to control leaks of flammable liquids. PSCO observed fuel oil leaking form the #4 cylinger fuel line. SOLAS 74 (2014 am.) II-2/4.1.1, 10c.

Resolution: Vessel crew replaced necessary parts resulting in elimination of the leak while CG inspectors were onboard.
