A BANK OF 11 CO2 BOTTLES FOR THE FIXED FIGHTING SYSTEM WOULD NOT ACTIVATE DURING A MANUAL ACTIVATION DUE TO A COTTER PIN. ON THE ADJACENT BANK, 02 CO2 BOTTLES WOULD NOT ACTIVATE DUE TO BEING DISCONNECTED FROM THE COMMON CABLE.

THE SECRETARY MAY ORDER ANY VESSEL IN A PORT OR PLACE SUBJECT TO THE JURISDICTION OF THE UNITED STATES TO OPERATE IN A MANNER THE SECRETARY DIRECTS BY REASON OF HAZARDOUS CIRCUMSTANCES IN THE INTEREST OF SAFETY. THE GALLY, DRY PROVISIONS, AND REEFER COMPARTMENTS WERE INFESTED WITH ROACHES AND FLIES.
