0230-Administration which recognizes proficiency issued to masters and officers in accord with provisions of reg V/1-1 and V/1-2 shall endorse such certificates to attest its recognition only after ensuring authenticity/validity. PSCO observed Chief Engineer and 2nd Engineer's Panamanian endorsements both expired & neither could produce record or receipt of application for renew. STCW I/2.7.2 17bc
