Each power bilge pump must have the capacity to develop a suction velocity of not less than 400 feet per minute through the size of bilge main piping required by § 56.50–50(d)(1) of this part under ordinary conditions. Machinery driving forced-draft and induced-draft fans, fuel-oil transfer pumps, fuel-oil unit and service pumps, and similar fuel-oil pumps must be fitted with remote controls from a readily accessible position outside the space concerned so that the fans or pumps may be stopped in case of fire in the compartment in which they are located. The controls must be suitably protected against accidental operation and against tampering and must be suitably marked. MI witnessed operational test for emergency shutdown handle #6 for stbd day tank fill, port day tank fill, port day tank transfer and port #2 fuel tank transfer did not operate correctly closing all valves as intended. Hydraulic reservoir was empty of hydraulic fluid. Crew tried adding fluid with unsatisfactory results. 46 CFR 58.01-25

The panel must visually and audibly signal the failure of each of these navigation lights. At least two lifebuoys, each with attached self-activating smoke signals, must be stowed where they can be quickly released from the navigating bridge and should, when released, fall directly into the water without striking any part of the vessel. The body shall be made in either one or two pieces. If of two pieces, the pieces shall be equal in size and shall be adhesive bonded along a center line through an axis passing through the flat area dimension of the body. The adhesive shall be a liquid cold setting, polymerizable, nonsolvent, containing material of the phenolepichlorhydrin type or equivalent having good strength retention under outdoor weathering conditions. Identified the vessel did not have approved Periodic Safety test procedures from the Coast Guard Marine Safety Center (MSC). Vessel had sent test procedures to MSC for approval previously. The vessel does not currently hold a valid Certificate of Documentation. A notification letter was sent to the vessel's owner on February 26, 2021 notifying the owner their application was denied and canceled.
