The purpose of this regulation is to prevent ignition of combustible material or flammable liquids. For this purpose, the following shall be met: means provided to control leaks of flammable liquids. Vessel port and stbd steering gear has a slow leak on low pressure side of steering pumps accumulating in drip pan.

Vessel was not able to perform an operational test of the OWS. Oil record book and operation history stored by the content meter appeared to be accurate. OWS appeared to be clogged according to operating instructions and pressure gauges on the unit.
