A vessel equipped with BW tanks that operates in the water of the US must maintain a BWMP that has been developed specfically for the vsl and will allow those responsible for the plan to understand and follow the vsls BWM strategy and comply with requirements of this subpart. Vsls BWMP does not include all necessary provisions listed in 33CFR151 subpart D. 29JAN19, vsl took fresh water ballast that could not be treated by BWTS, from Garyville, LA. This untreated BW was discharged in Mobile, AL on 09FEB19, with out approval from Sector Mobile COTP. 33CFR151.2050(g).

Action required: 50 - Rectify deficiencies w/in 30 days

Resolution: Received company corrective action report from vsl's master stating that vsl's company issued a safety alert to include 33 CFR 151 Subpart D to the fleet's existing BWMPs.
