The arrangements and position of openings in the cargo tank deck from which emissions of flammable vapors can occur shall be such as to minimizee the possibility of flammable vapors being admitted to enclosed spaces containing a source of ignition, or collecting in the vacinity of deck machinery and equipment which may consititute an ignition hazard. PSCO observed a leaking pressure vacuum (P/V) breaker on cargo tank vent system in or around the sight glass.

Resolved 14 July 2025
Resolution: Class ABS came onboard and submitted a survey attesting to the satisfactory replacement of the P/V Breaker's sightglass and housing, reviewed to the satisfaction of our USCG.
