Tank overfill alarm shall activate an audible and visual alarm so that it can be seen and heard on the vessel where cargo transfer is controlled and in the cargo deck area. Tank overfill alarm did not work for any cargo tanks when tested. Vessel is restricted from loading cargo in all tanks. 46 CFR 39.2007(d)(3) 34ac
