Vessel's steering gear is to be of adequate strength, capable of steering the vessel at all service speeds, as well as to be operated at maximum astern speed without being damaged or jammed, and capable of moving the rudder from 35 degrees on one side to 30 degrees on the other side in not more than 28 seconds at maximum service speed. Vessel's steering gear exhibited hard turning at the helm when at the dock. Vessel's steering gear is to be repaired and demonstrated as fully operable as designed prior to the vessel carrying passengers, to the satisfaction of the attending Coast Guard marine inspector.
