Fire-fighting systems and appliances shall be kept in good working order and readily available for immediate use. While examining the vessel's CO2 room, PSCO observed the enclosure containing the CO2 release controls for the cargo reliq room was rusted shut. It took crew seven minutes to open the enclosure door. 74 SOLAS(20) II-2/14.2.1.2
