Any tank vessel which is equipped with an internal combustion engine driven cargo pump on the weather deck shall be provided with a minimum of one remote manual shutdown. The remote quick acting manual shutdown shall be installed on the engine so as to provide a quick and effective means of stopping the engine (such as by cutting off the intake air). Vessel was unable to run the engine and test the remote shut-off while the vessel was located in the fleeting area. Demonstrate operation of the remote engine shut-off to the satisfaction of the Coast Guard prior to cargo operations. 46 CFR 32.50-35

Pressure vacuum relief valves shall be examined to determine that the operating mechanism is free and capable of activation. Safety relief valves shall be tested by bench testing or other suitable means at the time of the inspection for certification. Vessel did not have current test results for testing of the pressure vacuum valves. Provide evidence of testing to the satisfaction of the Coast Guard prior to cargo operations. 46 CFR 151.04-05 (h)(i)
