Every totally enclosed lifeboat shall be provided with a rigid watertight enclosure which completely encloses the lifeboat. PSCO observed water intrusion from forward window on the port side lifeboat. PSCO also observed the plexiglass cover on the front release mechanism of the starboard side lifeboat was broken, compromising its watertight integrity.
