Unless an oil tanker carries crude oil which is not suitable for crude oil washing, the oil tanker shall operate the crude oil washing system in accordance with the Operations and Equipment Manual. PSCO observed that the vessel has not washed crude oil tanks 1, 2, 3, 5, 6 (P/S) since 15 Feb 2019. During that time, the vessel has carried crude oil 4 times and only crude oil washed tanks 4 P/S after each voyage. Per onboard Crude Oil Wash Operations and Equipment manual, the vessel shall crude oil wash 25% of tanks after each voyage and wash every tank once every 4 months for sludge control. Company shall create corrective action plan with concurrence from Administration.
