At each inspection for certification and periodic inspection, the inspector will check fire-extinguishing equipment with the following tests and inspections: Halon 1301 and halocarbon, Test time delays, alarms, and ventilation shutdowns with carbon dioxide, nitrogen, or other non-flammable gas as stated in the systems manufacturer's instruction manual. The vessel was not prepared to demonstrate testing of the FM200 halocarbon system's time delay, alarms and ventilation shutdowns. The attending Marine Inspector verified that the FM200 fixed fire extinguishing system had been serviced with in the past year. Demonstrate that the FM200 Halocarbon system's time delay, alarms, and ventilation shutdowns operate as designed and in accordance with 46 CFR 95.16. Testing shall be to the satisfaction of the attending Marine Inspector. 46 CFR 91.25-20 (a) (2)

When automated systems are provided to replace specific personnel in the control and observation of the engineering plant and spaces, or reduce overall crew requirements, the arrangements must make sure that under all sailing conditions, including maneuvering, the safety of the vessel is equal to that of the same vessel with the entire plant under fully attended direct manual supervision. The chief engineer reported the starboard main engine shut down when the automated system alarmed for a high main bearing temperature on bearings 1 through 5. The active alarm panel currently states that the starboard main engine bearings 1-5 temperature sensors contain a hardware fault. The starboard main engine main bearing temperature sensors 1-5 are reading temperature ranges between 174 degrees F and 182 degrees F, providing an alarm for high temperature. Provide a technician's report attesting to the proper function of the starboard main engine bearings 1-5 temperature sensors prior to operating with reduced manning per the valid COI. The vessel may sail in a fully manned condition, per the valid COI, with appropriately credentialed engine room watch standers and a 24 hour attended machinery space.

The minimum instrumentation alarms and safety controls required for specific types of systems are listed in table 62.35-50. Main propulsion diesel engines must comply with the alarms listed in ABS Rules part 4-9-4 tables 7-A and 8. ABS rules state that oil mist in crankcase, high mist concentration, high bearing temperature, or alternative arrangements must provide an alarm and shutdown the main diesel engine. The starboard main engine bearing temperatures for bearings 1-5 are in an alarm state based on the temperature readings received from the temperature sensors and associated equipment. The starboard main engine cannot operate in this condition. Provide a technician's report attesting to the proper operation of the starboard main engine prior to any operation requiring the use of the starboard main engine. Contact the USCG marine inspector to attend the vessel for attendance to verify the starboard main engine operation prior to use.
