Electrical installations shall be such that the safety of passengers crew and ship from electrical hazards will be ensured. PSCO observed broken and improperly secured light distribution board panel in focsle. Also observed a 23 kg portable fire extinguisher secured to electrical wires in deck locker.

Foreign vessels in the navigable waters of the United States, the COTP may prohibit the unsafe use or stowage of hazardous ships stores under 46 CFR 147.45 / 33 CFR160.109. PSCO observed multiple improperly stored oil and hazardous substances as well as mislabeled containers in the focsle.
