The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For this purpose, the following functional requirements shall be met: the ignitability of combustible materials shall be restricted. PSCO observed excessive oiled combustible materials within the steering gear room and engine room. Containers of oiled rags, oiled cardboard, oiled cleaning containers, plastic bottles full of oil and fuel, as well as clean combustibles were stored at all levels of the engine room at bulkheads and under machinery. Engine room cleanliness was subpar.

The master owner, operator, agent or person in charge of any vessel equipped with ballast water tanks that operates in the waters of the United States must follow these practices : remove fouling organisms from the vessels hull ... and dispose of any removed substances in accordance with local, state, and federal regulations. PSCOs observed excessive hull growth on the stern of the vessels hull.

If a ship has any watch or work stations which are located remotely from the place or places where immersion suits are normally stowed, additional immersion suits of appropriate size shall be provided at these locations for persons on watch. PSCO observed immersion suits in engine control room did not fit chief engineer.

Every ship of 100gt and above shall carry a garbage managment plan which the crew shall follow. PSCO observed storage of more than a dozen used lead-acid batteries stored in the steering gear room on deck. According to the garbage plan CAT I E - waste is required to be stored in BOSN store.

After any survey of ship under reg .. 10 has been completed, no change shall be made in the structural arrangement machinery, equipment, and other items covered by the survey without the sanction of the administration. PSCO observed water bottles made of plastic attached to generators drip line as well as emergency generator modified to have heating lamp continously heating generator. PSCO observed removed of both modifications.
