PSCO observed tha on or around 16 and 19 December 2017, the vessel failed to utilize their ballast water alternative mangement system as designed prior to discharging ballast water in U.S waters on 03 January 2018 and 06 January 2018. 33 CFR 151.2025(a) 10c
