Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel lost generator power for 3 minutes. Crew members replaced fuel filter and was able to restore generator power. Vessel shall verify cause and enact repairs to the satisfaction of the TPO
