Vessels ballast water management system is inoperable. Vessel has been grantedan extraordinary circumstance to employ the ballast water management method listed in 33CFR151.2025(a)(3) to conduct cargo operations while in Sector New Orleans COTP Zone. In accordance with 33CFR151.2040(b)(3).
