The ring, lines and letters shall be painted in white or yellow on a dark ground or in black on a light ground. PSCO observed load line markings to be partially unpainted.

The main steering gear and rudder stock shall be capable of putting the rudder over from 35* on one side to 35* on the other side with the ship at its deepest seagoing draught and running ahead at maximum ahead service speed. PSCO observed that when the bridge ordered 35* port, the rudder stock indicated 32* and when the bridge ordered 35* stbd, the rudder stock indicated 29*. 74 SOLAS (20) II-1/29.3.2

For tankers of 20,000 tonnes deadweight and upwards constructed on or after 1 July 2002 but before 1 January 2016, the protection of the cargo tanks shall be achieved by a fixed inert gas system in accordance with the requirements of the Fire Safety Systems Code, as adopted by resolution MSC.98(73), except that the Administration may accept other equivalent systems or arrangements, as described in paragraph 5.5.4. During testing of the Inert Gas System, the crew had to disassemble the pressure switch for low scrubber water pressure. Upon manual activation of the pressure switch, the alarm panel indicated a low fuel pressure alarm and no water pressure alarm. Verify proper operation of the IG system prior to loading cargo. 74 SOLAS (20) II-2/4.5.5.1.1

A chemical tanker shall comply with the requirements of the International Bulk Chemical Code and shall, in addition to the requirements of regulation I/8, I/9, and I/10, as applicable, be surveyed and certified as provided for in that Code. The vessel's current International Certificate of Fitness does not indicate the vessel complies with the 2021 Amendments (Resolutions MEPC.318(74) and MSC.460(101)). Provide updated Certificate of Fitness prior to loading chemicals in bulk. 74 SOLAS (20) VII/10.1

Every ship certified to carry substances of category X, Y or Z shall have on board a Manual approved by the Administration. The Manual shall have a standard format in compliance with appendix 4 to this Annex. In the case of a ship engaged in international voyages on which the language used is not English, French or Spanish, the text shall include a translation into one of these languages. The vessel's current Procedures and Arrangements Manual does not indicate the vessel complies with the 2021 Amendments (Resolutions MEPC.318(74) and MSC.460(101)). Provide updated Procedures and Arrangements Manual prior to loading Noxious Liquid Substances in Bulk. MARPOL (17) ANNEX II/14.1

No direct access shall be permitted between the machinery space and the space containing the emergency fire pump and its source of power. When this is impracticable, the Administration may accept an arrangement where the access is by means of an airlock with the door of the machinery space being of "A-60" class standard and the other door being at least steel, both reasonably gastight, self-closing and without any hold-back arrangements. PSCO observed door accessing airlock from the engine room was being held open with a device attached to the handrail. 74 SOLAS (20) II-2/10.2.2.3.2.2
