Port-side fire locker pilot valve for dry chemical fixed fire fighting systems gauge was found in-operable. Main ball and sample testing valves on both dry chem tanks were found closed. tags indicated valves should be open in normal operation. Rectify prior to cargo operations. Solas II-2/14.2.1.2
