Discovered five deck hatches with wasted knife edges and frozen dogs that will not allow a watertight seal. Repair or renew hatches. Hatches affected are: Forward void hatch, port and starboard forward hold hatches and, port and starboard aft void hatches.

The OCMI may require additional examinations of the vessel whenever he or she discovers damage or deterioration to hull plating or structural members that affect the seaworthiness or fitness for service of the vessel. These examinations may include a drydock examination including: An internal examination of any affected space of the vessel including its fuel tanks; A removal from service to assess the extent of the damage and to affect permanent repairs. The watertight bulkhead separating the forward hold and fuel oil tank has severe wastage in two sections on the port and starboard sides. Crop and renew affected sections of plating.

Fire pump unable to produce adequate pressure and flow for even one hydrant at a time. Make effective repairs.

Master reported that there was a problem with the starboard steering rudder that is affecting the vessel's ability to maneuver. He stated that he believes the rudder is missing. To stop flow of fuel in the event of a fire or break in the fuel line, a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion enginer or generator prime mover. The valve must be operable from a safe place outside the space where the valve is installed. Vessels port remote fuel shutoff was relocated to be operating from inside the engine room space. Vessel shall ensure valve is operable from a safe place outside of the space to the satisfaction of the attending marine inspector prior to movement.

Closure devices must be provided for deckhouse or hull penetrations, which open to the exerior of the vessel which may allow water to enter the vessel. Old bilge overboard piping leading to the outside of the hull was open and unable to be secured from elements outside of the sideshell of the vessel. Vessel shall remove piping and properly repair sideshell or cap off piping to ensure watertight integrity prior to movement.

WIRE ROPE MUST BE REMOVED. SHAFT JOURNAL AND STERN BEARING MUST BE MADE AVAILABLE FOR INSPECTION BY THE ATTENDING MARINE INSPECTOR.
