The condition of the ship and its equipment shall be maintained to conform with the present regulations and will remain fit to proceed to sea wihtout danger to the ship or persons on board. Inspector observed seawater leak from piping leading to the mooring winch cooling system in BOSN stores.

Where remote control of propulsion machinery from the navigation bridge is provided and the machinery spaces are intended to be manned, the speed, direction of thrust and, if applicable, the pitch of the propeller shall be fully controllable from the navigation bridge under all sailing conditions, including manoeuvring. Vessel did not have remote control of propulsion machinery from the navigation bridge. 74 SOLAS (20) CH. II-1/REG 31.2.1

Resolution: NKK class society attended vessel and determined cause to be unsymmetrical water flow around the propeller. No repairs required. Deficiency cleared.
