Electrical installations shall be such that the safety of passengers, crew, and ship from electrical hazards will be ensured. Several electrical emergency lighting fixtures on deck in forepeak area near anchor windlass were in poor condition with broken bulbs. Once energized one fixture was visibly arching and sparking. 74 SOLAS (14) II-1/40.1.3
