The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Vessel reported excess water in bilge. Upon further examination a pin hole leak was found in the vicinity of the stern tube. Vessel is restricted from moving from its current position at the Central Bay WETA facility until temporary repairs are affected to the satisfaction of the attending Marine Inspector. 46 CFR 116.100(a)

Vessel lost both main engines while transiting to SF Ferry building and port side allided with Pier 14. Following recovery of both main engines, vessel moored and offloaded passengers. Vessel authorized one time transit without passengers to Alameda WETA facility. Conduct assessment of any damage sustained, provide root cause of engine failures, provide OCMI with damage assessment and rectification of engine failures.
