The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure the ship in all respects will remain fit to proceed to sea with out danger to the ship or persons on board. On 24MAR2023 vessel was involved in a collision with a barge. Vessel required to submit a class survey report attesting to extent of hull damage in vicinity of STBD quarter and its affect on vessel seaworthiness.

PSCO attended the vessel after receiving a report of an allision with the Crescent City bridge. PSCO observed damage to both INMARSAT C antennas, mast light and damage to the mast riser. 74 SOLAS (2020) I/11.a

The company and the ship shall comply with the requirements of the IMS Code. For the purpose of this regulation, the requirements of the Code shall be treated as mandatory. the company should establish procedures plans and instructions including checklist as appropriate, for key shipboard operations concerning the safety of the personnel. SMS states to use card Bridge-060-passage plan procedure to complete passage plan. PSCO observed navigational charts were not used to conduct the plan procedure to complete passage plan, which was a major factor for the cause of the causality. Conduct internal audit and provide a corrective action plan within 90 days. 74 SOLAS (2020) IX/3.1 ISM 7
